How to complain about a councillor
The Council’s Standards Committee promotes and maintains high standards of conduct amongst Councillors of the District Council and the Town and Parish Councils in its area. It does this by educating and supporting Councillors and also by adopting and enforcing the Code of Conduct. This is contained within the Council Constitution.
If you have a concern about the conduct of a Councillor then you can make a complaint in writing to:

Your complaint must be about one or more named Councillors of the following authorities:

The following points may help you decide whether you are using the correct form when making your complaint:
- Your complaint must be about conduct that occurred while the Councillor was in office. If the complaint occurred before they were elected or after they resigned it cannot be considered by the Standards Committee.
- Complaints about dissatisfaction with a decision or action of the authority or one of its committees, a service provided by the authority or the authority’s procedures do not fall within the remit of the Standards Committee. Complaints about services provided by North Herts District Council can be sent by its ‘Comments! Compliments! Complaints!’ form.

You must make your complaint in writing which includes email and fax. However if a disability prevents you from making your complaint in writing then please contact the Monitoring Officer for assistance.
Your complaint will be acknowledged by the Monitoring Officer and an Assessment Sub-Committee will be set up to look at your complaint. Its role is to decide whether your complaint shows reasonable grounds for believing that the Councillor may have breached the Code of Conduct and should be investigated.
You can submit any documents or other material to the Monitoring Officer that you would like the Assessment Sub-Committee to consider when making its decision.
