When an Area Committee are minded to grant a planning application against an officer recommendation of refusal on policy grounds, the application must be determined by the Licensing & Appeals Committee. At these Hearings, those Members from the Area Committee who referred the planning application cannot sit on the Licensing & Appeals Committee.
