Leader of the Council
![]() | The Leader of the Council is Councillor F J Smith. Councillor Smith was elected to North Hertfordshire District Council in 1974, and has served on and chaired on various committees during his terms of office. He was elected Leader of the Conservative Group, and as the majority political group on the Council, therefore the Leader of the Council in 2006. |
The Leader of the Council chairs the Cabinet, the main decision-making body of the Council. In addition to this, he takes overall responsibility for the strategic direction of the Council, the guidence given to Officers and to lead the work of the Council. He also works closely with Officers in implementing agreed policies and strategies, in a specified portfolio area, and to ensure the implementation of these in accordance with the policy framework set by the Cabinet and the Council.

Whilst Cllr Smith has been Leader, the Council has introduced the "Five Promises" of North Hertfordshire District Council which represent its strategic priorities.
- We will work with the Police and other agencies to reduce crime and anti-social behaviour
