Emergency Plans

The Civil Contingencies Act 2004 requires Local Authorities to prepare, test and validate resilience (emergency plans).  As major incidents or accidents occur without warning, NHDC has produced a ‘generic’ Peacetime Civil Major Incident Plan.

The plan is designed to give a clear indication of the roles and responsibilities the authority will undertake during a major incident, within a suitable framework to support any type of incident.  To support this plan a number of other plans have been produced that are more specific to pre-identified hazards, including:

  • NHDC Staff Call-Out Arrangements
  • Off-Site Plans for London Luton Airport, Major Pipelines, Knebworth Pop Concerts.
  • Support Plans, e.g. Reception Centre Guidance, Media and Information Plans

For security reasons these plans are classed as private and confidential and are not available to the public, but they do exist and provide clear guidance to both NHDC staff and our partners such as the blue light services.
