Submission of a Local Land Charges Search

For Postal Applications:

When submitting a 'Local Land Charge Requisition for Search' you should include forms LLC1 and CON 29 in duplicate

You will also need to submit two copies of an up-to-date site plan showing the boundaries of the property or land to be searched against, clearly hatched or marked in red.

If a search is submitted by a solicitor, cheques drawn on Solicitor's client accounts are preferred. We will accept personal cheques, but only on the distinct understanding of the Solicitor's undertaking to reimburse the Council if the cheque is not cleared. The cheque should be made payable to North Hertfordshire District Council for the correct fee. Details of the fees are provided on the Land Charges Fees .

Con 29 Form

The Con 29 is divided into two parts.

Standard enquiries (Con 29R): These are enquiries that the Council must answer. Information about other roads, footpaths and etc (Box C on Con 29R form). These must be clearly identified in Box C and marked on the plan. The Council will not be able to respond to phrases such as 'all abutting'.

Optional enquiries (Con 29O): These are extra questions that may be requested for the appropriate fee. The relevant boxes must be clearly marked.

Please note for Optional Enquiry 22 - Common Register, we require an Ordnance Survey grid reference. For further information regarding the Con 29 form, refer to the Con 29 Form page.

CON 29R Individual Questions: The Local Land Charges Team will make available answers to CON29R questions. The cost of the questions required are shown on the request forms. Procedures for Information Requests:

  • An appointment should be made as above.
  • A completed CON29R order form together with a plan should be faxed or emailed to us with any of the CON29R questions that are required.
  • We will collate the information and provide a print out of the replies in time for the appointment.
  • We expect to be able to provide the replies within 2-4 days.

Payments must be made by at the time of the appointment.

Additional Enquiries

Further written questions may be submitted. These should be clearly typed on an additional sheet of paper and attached to the original search. Questions must be clear. The Council cannot answer enquiries such as 'in the vicinity of' or 'likely to affect the enjoyment' because they are too vague. Any area outside the property to be searched must be clearly shown on the application plan.

Any question requesting details about contaminated land on or around the property which is subject to a search must be addressed to the Environmental Protection Officer (Contaminated Land).

The Council is unable to provide this information as an Additional Question response.

Cancellation of a Search

For postal searches, the search may be cancelled by telephone prior to 12.00 noon upon the day of receipt at the Council offices and no fee will be charged. Cancellation must be confirmed in writing.

Cancellation after 12.00 cannot be accepted and no refund will be given.
