Street cleaning
In order to keep our streets clean and litter free we operate:
- Removal of litter
- Removal of detritus (grit or dead vegetation)

Frequency of street cleaning
North Herts is divided into prescribed zone types according to the main use of the land. Although litter is unacceptable anywhere in the District, the time that the Council or other Duty Holder has to bring a littered area to a reasonable condition varies according to its zone and the amount of litter. The Zones, Grades and response times are set out in Government’s Code of Practice on Litter and Refuse.
Land is categorised as one of four grades according to the amount of litter and detritus (grit, dead vegetation etc) that is present.
The grade that is acceptable is generally either A or B. In order to maintain street cleansing standards to required levels Veolia have minimum sweeping frequencies as follows:

The following organisations are also ‘Duty Holders’ and have responsibility to keep their premises free from litter, and to restore land under their control which has become littered to an acceptable standard within a certain amount of time as laid down in the Code of Practice.
- Educational establishments
- The Railway Authority
- Crown authorities
- Herts County Council
Commercial premises holders and residents in the district are also responsible for keeping their premises clean.
Littering
Every year it costs almost £1million to clean the streets of North Hertfordshire, which includes cleaning up after people who carelessly drop litter on streets, in parks and from vehicles. NHDC has Enforcement Officers who can impose an ‘on the spot’ fine of up to £75 if they witness people dropping litter.
Dog fouling
If you have a dog please take a bag with you to pick up any mess and dispose of it in a dog bin. If there is no dog bin in the area, you can place it in a litter bin.
