Enforcement Agents
The Council currently work in partnership with 3 external Enforcement Agents to recover unpaid Council Tax and Non Domestic Rates. These are CCS Enforcement Services Ltd, Penham Excel Ltd and Drakes Proactive Enforcement.
All companies work on behalf of the Council when enforcing debts and work within agreed Service Level Agreements and their own company codes of practice.
The Enforcement Agents that collect these debts are duly certificated and the Council holds copies of certificates the those agents that work within the area.
Following the media events of last year, where two of the three companies were specifically named, the Council will be carrying out a survey of those customers that have had contact from any of the Enforcement Agents within this financial year. It will be from this and internal monitoring, that we can ensure that these agents are carrying out their roles competently and within the law.
Those cases surveyed will be thoroughly audited to ensure all aspects of the work carried out are in line with the Service Level Agreements and to ensure that any fees charged are in line with current legislation.
