Environmental Information Regulations
The United Kingdom has had Environmental Information Regulations (EIRs) since 1992. The Regulations give a statutory right of access to environmental information held by public authorities, such as North Hertfordshire District Council, and certain other bodies. The new Environmental Information Regulations 2004 came into force on 1 January 2005. The EIRs have been updated to bring the UK into line with international requirements, as laid down in EC Directive 2003/4/EC on public access to environmental information, and also in the Aarhus Convention.
The EIR are legally enforceable regulations that govern the public's right to access environmental information held in the public domain. Environmental information covered by the regulations includes the state of the air, atmosphere, water, soil, land, landscape, as well as factors affecting the above elements such as substances, energy, noise, radiation or waste, emissions, discharges into the environment.
