Animal Welfare Service
North Hertfordshire District Council (NHDC) has provided an animal welfare service since 1989. The service had previously been provided by an external organisation.
The role of this service is to promote animal welfare and to provide help and give advice on all animal related topics.

- Responsible dog ownership
NHDC works closely with other welfare organisations such as:-
- R.S.P.C.A.
- Wood Green Animal Shelter
- Blue Cross UK
- North Herts Cat Protection League
- Heathlands Animal Sanctuary
- The Kennel Club
There is a very long list of welfare organisations, and NHDC will work with any organisation to improve animal welfare.
The basis for welfare are the following five freedoms:-
- Freedom from hunger and thirst
- Freedom from discomfort
- Freedom from pain, injury and disease
- Freedom from fear and distress
- Freedom to express normal behaviour
