Unauthorised Distribution of Leaflets

The distribution of free literature can blight public spaces if leaflets and other printed material are subsequently dropped as litter. North Hertfordshire District Council will not permit any distribution of free literature on their land i.e. council car parks or on highway land. If you wish to advertise you should consider publicising by other means, for example websites, local publications or direct contact with local businesses.

It is an offence under the Environmental Protection Act 1990 to illegally distribute literature on designated land.

If you wish to report the illegal distribution of leaflets in private car parks, please report directly to the property owner.

If you wish to report an unauthorised distribution of leaflets in an NHDC car park or on the highway, please contact the Enforcement Team. A Fixed Penalty Notice may be issued for the offence (£75).
