Trial relating to a revised out of hours noise call-out service

The current arrangements relating to the reactive control of noise incidents outside of normal office hours have been in place for over 10 years without significant revision. Following consultation with the Council’s regulatory partners a new service is being trialled for an initial period of 3 months and has started the week commencing 9th June.

A officer qualified and experienced in noise control will be on call between 8 pm and 3 am on Fridays and Saturdays to respond to complaints concerning noise from;

  • domestic parties
  • licensed premises
  • misfiring car and burglar alarms

Additional cover will be provided around Bank Holidays and on other occasions when noise is anticipated to be a significant issue, for example around large sporting events. This revised service does not alter the existing regulatory activities in connection with noise attributable to licensed large scale open air events or routine enquiries associated with commercial premises.  

This exercise is expected to generate useful information that may assist with possible joint working opportunities with neighbouring local authorities and Hertfordshire Constabulary. The new temporary arrangements will align this Council’s out of hours noise service with those offered in Stevenage, Luton and Bedford and is more comprehensive than many comparable authorities in Hertfordshire. At the end of this trail period a review will be undertaken and this will be used in connection with any decision on the future of this service.

If, the problem is non-urgent it is recommended that the Authority's Environmental Protection Team is contacted the next working day so that a case officer can be assigned and the matter formally investigated.
