Licensing Act 2003
The Licensing Act 2003 established a new licensing regime which will come into effect in November 2005. Three new licences – a premises licence, a personal licence and a club premises certificate - will replace the five existing types of licence. North Hertfordshire District Council will issue these new licences.
All current licence holders must submit applications to the Council by 6th August 2005 if they wish to convert their licences and continue with their existing rights.
This applies to any form of liquor licence, club registration certificate, public entertainment, cinema or theatre licence, or the provision of late night refreshment.
Any licence issued under the old system will cease to have effect after the second appointed day, that being the 24th November 2005, regardless of when it is due to expire.
Guidance for interested parties
The 2003 Act allows for the views of local people and businesses to be taken into account when someone applies for a licence or certificate to carry out a licensable activity (such as selling alcohol or providing regulated entertainment).
To have your say, you must be an “interested party” for the premises concerned. You must be either:
• A person (or body representing people) living in the vicinity of the premises; or
• A person (or body representing people) involved in a business in the vicinity of the premises.
