Community Strategy for North Hertfordshire

Background to the Community Strategy

The Local Government Act 2000 placed a duty on councils to produce ‘community strategies’ for improving the economic, social and environmental well being of their localities. These were to be drawn up with the full involvement of the public, private, voluntary and community sector organisations operating locally. A wide range of local organisations were recruited to form the North Hertfordshire Local Strategic Partnership (NHLSP), which, following extensive public consultation, developed and published the first Community Strategy for North Hertfordshire in November 2003.

Meanwhile, Hertfordshire County Council has developed a county wide Local Strategic Partnership, “Hertfordshire Forward”, to deliver the Local Area Agreement.  More information about the Strategy and the partnership itself can be found on their website hertsdirect.org.

What is the Community Strategy?

The Strategy commits the resources and expertise of numerous local organisations to addressing issues that local people feel will improve their quality of life. It is not intended to supersede the existing strategies, plans and priorities of the partner organisations, but to enhance them and to add value. It doesn’t attempt to cover every issue that may be relevant to the community; instead, the views of residents have been drawn together to identify a number of broad themes. Partners’, regional and national priorities have also been taken into account.

The Community Strategy is not a static document and is updated on a regular basis, to ensure that it continues to meet local needs.

Public consultation on the Community Strategy

The most important participants in the Community Strategy process are the residents of North Hertfordshire. Many have already dedicated time and energy to provide their input. Public consultations, known as Area Visioning, took place in Baldock, Hitchin, Letchworth, Royston and in the rural areas. NHDC’s Community Development Officers subsequently developed separate action plans responding to the specific consultation results for each area.
