The North Hertfordshire Partnership is the Local Strategic Partnership for the district. Local Strategic Partnerships (LSPs) bring together the private, voluntary and community and public - including parish and town councils - sectors to improve the social, environment and economic well-being of their area.  In North Hertfordshire we have been busy with two major projects – the development of a new Sustainable Community Strategy (9.31MB) and a review of the governance arrangements for our Partnership.

Sustainable Community Strategy

A Sustainable Community Strategy (SCS) is the top level long term and holistic vision for an area.  It is not just about the powers and responsibilities of the District Council.  It draws on existing plans and strategies from all key local organisations and will influence their future plans.  The SCS will be based on evidence from available data sources and extensive local consultation.  Previously known as community strategies they have evolved the past four years into sustainable community strategies.

Consultation on our new strategy was launched at a major community conference (5.15MB) on 20th September.  It included discussions around the district and surveys which could be completed on-line or on paper.  Public consultation ended on 18th January and was reported, including the results of the survey, to the Partnership on 10th March.

On 10th March the Partnership agreed a draft SCS for detailed discussion with partners.  After some amendments were made the meeting on the 19th May agreed the SCS for “sign off.”  Throughout this process the profile section has been updated as more information has become available.  The Sustainable Community Strategy is now being considered for agreement by North Hertfordshire District Council and other members of the LSP.  

After “sign off” a better presented document will be designed and will be available on paper and electronically.  It will be launched at the annual community conference in the Autumn.

The new strategy will mean nothing if it is not implemented.  That cannot be done by one organisation working alone.  Over the next few months partners will be co-operating to identify priorities and agree action plans including lead responsibility for different activities.

A number of national and local indicators are being identified to measure whether we are being successful.  Here are the indicators from the new Performance Framework for Local Authorities and Local Authority Partnerships.   They have also been used as the basis for the new Local Area Agreement between the County and central Government.  LAA is an opportunity to implement some of the SCS.  All the LSPs in Hertfordshire have a role to play in the LAA.  In two-tier areas such as Hertfordshire there are LSPs at district and county level.  We work closely with our colleagues at Hertfordshire Forward, the county LSP, and ensure that the needs and characteristics of North Hertfordshire are reflected in their decisions.

Governance Review

The role of Local Strategic Partnerships has evolved since they were first established.  In response the North Hertfordshire Partnership is reviewing its governance arrangements.

Some changes were made on 10th March and a list of Partnership members as at 2nd June is available.  The March meeting also agreed some principles for the next stage of the review.

In May the Partnership agreed that a suggested new constitutional arrangement should be circulated.  Comments are invited up to 27th June with agreement, including any amendments, planned for 14th July.
