Local Development Scheme (LDS)
The Local Development Scheme (LDS) is the timetable for preparing the Council's planning policy documents. Collectively, these documents are called the Local Development Framework. The Local Development Scheme must be approved by the Government Office for the East of England (GO-East). North Hertfordshire's most recent LDS was approved by GO-East on 15 June 2007 and is available below.
This document is now in need of updating. In March 2008, the Environment Agency notified us that they require a 'Water Cycle Study' to be prepared prior to submitting the Core Strategy to the Secretary of State. This study will investigate water supply, sewage disposal, flood risk management and surface water drainage in the area served by the Rye Meads sewage treatment works at Stanstead Abbotts. This sewage treatment works serves a wide area, including the towns of Bishop's Stortford, Harlow, Welwyn Garden City, Stevenage and Hertford. The water companies and the Environment Agency need to be confident that the water infrastructure will be able to serve the amount of new development being proposed in this area. The Water Cycle Study has been commissioned by the affected local authorities; it is due to be completed in Autumn 2008. We are currently in negotiation with GO-East over a new LDS in light of this additional work.
Also, please note that the list of saved policies from the Local Plan contained in this document is now out of date, following a direction from the Secretary of State on 14 September 2007 which amends the list to also save policy 4: North East Stevenage. Further information is available on our saved policies from the Local Plan.
