Town Centre Management
What is it?
The aim of town centre management is enhance the town centre for everyone, through partnership. The partnership seeks to ensure a focused plan of action so that the town centre continues to be a popular place to shop and visit, and meets the needs of all its users both now and in the future.
Why is the Council involved?
North Hertfordshire District Council is committed to supporting the local economy, one of the ways it does this is to support town centre management within the district. Our market towns are a focus for local businesses and retailers, who provide the community with products, services, and jobs. As such the Council support the town centre partnerships in terms of both officer time and financial contribution.
Who is involved?
Within North Hertfordshire there are three town centre partnerships and the Council is a member of each one. These partnerships are in Hitchin – Hitchin Town Centre Initiative, Letchworth – Letchworth Garden City Town Centre Partnership, and Royston – Royston Town Centre Forum. Of these partnerships, Hitchin has been in existence the longest, and each partnership is set up in a slightly different way, but all work to a similar aim for their town centre.
The partnerships include members from various organisations these are retailers, businesses, public sector organisations, voluntary and community groups, all of whom have an interest in their town centre. These members are represented on the partnership’s Executive or Steering Group who direct the work of the partnership and in particular the work of their Town Centre Manager.
Who are the Town Centre Managers?
In order to co-ordinate and progress the work of town centre partnerships, each partnership has employed a Town Centre Manager (Hitchin and Letchworth full-time, and Royston part-time). It is the role of the Town Centre Manager to work with the partnership to help them achieve their aims and goals. The Town Centre Manager undertakes the day today work of the partnership, but they would not be able to function without the commitment, support and time of their partnership.
The Town Centre Manger helps to organise the marketing of town centres, promotion events such as themed markets and street entertainment. In addition they help to represent the views of the partnership members to external organisations for example Hertfordshire Highways, the Police (Hertfordshire Constabulary) and NHDC Environment Department. As well as being an initial point of contact for all things “town centre” for the public.

The Town Centre Manager will be able to give you more details as the cost of membership varies between partnerships, and can depend on the size and type of organisation, or business, that you represent.
