Apply for a Taxi or Private Hire Driver Licence

Applications update

We are now able to accept face to face bookings for DBS/Right to work/Verbal/Computer exams. Please note payment must be made prior to booking an appointment. You can pay online here.

Making the application

Important - before applying, you must have:

  • held a full driving license for at least 12 months
  • a good knowledge of the whole of North Hertfordshire, including street names, major landmarks and one way systems
  • an acceptable driving history
  • no current convictions that would consider you unsuitable to transport members of the public
  • read and understood the Taxi and Private Hire Licensing Policy

To become a licensed driver, you must consent to an Enhanced Disclosure & Barring Service check and be able to satisfy DVLA medical requirements. Potential drivers must also pass a knowledge test.

Skills needed

  • Good driving skills and an awareness of road safety
  • Good verbal communication skills
  • Good numeracy skills for handling cash
  • Ability to deal with drunken passengers
  • Awareness of disabled access issues

Optional

There are courses available for drivers who would like to receive a qualification in taxi driving.

New legislation affecting your application

The government changed the law in respect of taxi driver, private hire driver and private hire operator licences from 1 December 2016. These changes affect you if:

  • You apply for a taxi driver, private hire driver or private hire operator licence on or after 1 December 2016; or
  • You already hold a taxi driver, private hire driver or private hire operator licence and you apply to renew that licence on or after 1 December 2016.

These changes do not affect applications for taxi or private hire vehicle licences.

It is important that you read the document “Right to work checks leaflet” (at the bottom of this page) before submitting your Grant or Renewal application.

Step 1 - Book appointments

Before you can submit an application form to become a taxi driver you must have completed the following:

  • Pay for and complete the safeguarding awareness course (please see below).
  • Pay & book a DBS check
  • Pay, book and pass a Verbal test (all drivers)
  • Pay, book and pass a Knowledge test (Taxi drivers only)

There are currently no face to face safeguarding sessions taking place, but you must still pay for and complete the safeguarding course. Please pay for the session online through the 'Go to payments service' box. 

Once you have paid and have a receipt number, please email licensing@north-herts.gov.uk to request the presentation and test. Please email back the completed test to the Licensing inbox.

Face-to-face appointments will only be available for the following services:

  • Verbal knowledge test - you will need to bring with you photographic identification
  • Computerised knowledge test - you will need to bring with you photographic Driving License
  • Right-to-work checks - please refer to the Right to work leaflet below for the required identification documents
  • DBS document verification - please refer to the DBS Documents leaflet below. All documents are required to be originals

Appointments are available every Wednesday on the below pre-booking system.

Please make a payment for the requested service prior to making a booking:

If you arrive at the appointment without having pre-paid you will not be seen.

Once you have successfully completed and passed the above, move on to step 2.

Step 2 - Application process

When you are ready to apply you will need to complete and submit the following to us:

  • Completed application form
  • Application Fee
  • NHDC D4 Medical Form
  • 2x recent passport sized photographs

Step 3 - The Licence

If everything is satisfactory a Licence will be granted for a period of three years.

If you have any criminal convictions or driving endorsements your application may be referred to the Licensing Manager for his/her determination. This may involve attending an interview at the Council Offices. If your application is refused, you have a right of appeal to the local Magistrates Court; further details can be obtained from the Court Clerk’s Office.

Step 4 - Collecting your Taxi Driver Badge

Once you have completed all of these stages you will be issued with a photographic ID badge, which must be worn at all times whilst driving a licensed vehicle, and a paper licence which must be retained for its duration. You will be contacted by either email or phone to inform you the badge is ready for collection. 

Please do not call the council to chase up your badge, these calls will not be returned.
