Our Local Plan identifies sites for new development around Baldock. These are expected to provide more than 3,000 homes as well as new employment land and supporting infrastructure.

Hertfordshire County Council own these sites. They are working with Urban & Civic to deliver the ‘Growing Baldock’ scheme. This includes sites BA1, BA2, BA3 and BA10 of the Local Plan and other areas of the land.
Our Local Plan policies include specific requirements for these sites. These include:
- preparing a masterplan
- integrating the new development with the existing town and surrounding villages
- new schools
- a local centre to provide shops and community facilities
- a GP surgery a railway crossing for pedestrians and cyclists north of Clothall Common
- a new road connection between the A507 and A505
- significant areas of new open space
- plots for self-build houses and a care home
There are also policies about these sites in the Baldock, Bygrave and Clothall Neighbourhood Plan. Residents approved this plan in a local referendum held in 2021.
Consultation
Urban & Civic held public consultation events about the Growing Baldock project in March and November 2023. This included public exhibitions at Baldock Arts & Heritage Centre. They have also held discussions with residents and interest groups, the GP surgery and local schools.
Urban and Civic have set up a Growing Baldock website. This further information including a summary of the consultations and what they have done in response.
Next steps
The Growing Baldock masterplan is being finalised. It will be considered by councillors in March 2025. If it is approved, the masterplan will then be presented to Full Council in the summer to be adopted.
We expect Urban & Civic to submit a planning application later in 2025.
