Apply for a Taxi or Private Hire Driver Licence

Coronavirus update

30 October 2020: due to the coronavirus situation, we are not currently accepting any applications for new drivers until further notice. This is to ensure that all existing licence holders and vehicles can continue to be provided with a service.

Making the Application

Important - an applicant must:

  • have held a full driving licence for at least 12 months
  • have a good knowledge of the whole of North Hertfordshire
  • have an acceptable driving history
  • have no current convictions that would deem you unsuitable to transport members of the public
  • read and understood the Taxi and Private Hire Licensing Policy

To be eligible to become a licensed driver, you must consent to an Enhanced Disclosure & Barring Service check and be able to satisfy DVLA medical requirements. Potential drivers must also pass a knowledge test.

New legislation affecting your application

The UK Government changed the law in respect of taxi driver, private hire driver and private hire operator licences from 1 December 2016. These changes affect you if:

  • you apply for a taxi driver, private hire driver or private hire operator licence on or after 1 December 2016; or
  • you already hold a taxi driver, private hire driver or private hire operator licence and you apply to renew that licence on or after 1 December 2016.

These changes do not affect applications for taxi or private hire vehicle licences.

It is important that you read the document “Right to work checks leaflet” (at the bottom of this page) before submitting your Grant or Renewal application.

Step 1 - Book appointments

Before you can submit an application form to become a taxi driver you must have completed the following:

  • DBS check
  • Verbal test (all drivers)
  • Knowledge test (Taxi drivers only)

To book these appointments you must first pay for the appointment online through the 'Go to payments service' box.

Once you have paid and have a receipt number, please email licensing@north-herts.gov.uk to request the next available appointment stating your full name, address and contact details.

Once you have successfully completed and passed the above, move on to step 2.

Step 2 - Application process

When you are ready to apply you will need to complete and submit the following to us:

  • Completed application form
  • Application Fee
  • NHDC D4 Medical Form
  • 2x recent passport sized photographs
  • Book onto a safeguarding awareness session

To book onto the safeguarding awareness session you must first pay for the session online through the 'Go to payments service' box.

Once you have paid and have a receipt number, please email licensing@north-herts.gov.uk to request the next available session stating your full name, address and contact details.

Step 3 - The Licence

If everything is satisfactory a Licence will be granted for a period of three years.

If you have any criminal convictions or driving endorsements your application may be referred to the Licensing Manager for his/her determination. This may involve attending an interview at the Council Offices. If your application is refused, you have a right of appeal to the local Magistrates Court; further details can be obtained from the Court Clerk’s Office.

Information about renewing your licence can be found on the renewing your licence web page.

If you require a replacement licence as your badge or plate has been damaged, information can be found on the replacing your licence web page.

Step 4 - Collecting your Taxi Driver Badge

Once you have completed all of these stages you will be issued with a photographic ID badge, which must be worn at all times whilst driving a licensed vehicle, and a paper licence which must be retained for its duration. You will be contacted by either email or phone to inform you the badge is ready for collection.

Please do not call the council to chase up your badge, these calls will not be returned.

A separate procedure deals with licensing the vehicle itself. Details can be found on the taxi vehicle licence page.

If you have any questions, please contact the Licensing team via e-mail at licensing@north-herts.gov.uk
