Article 4 Directions are one of the tools available to local planning authorities in responding to the particular needs of their areas. They do this by allowing authorities to withdraw the ‘permitted development’ rights that would normally apply under the Town and Country Planning (General Permitted Development) Order 2015 (the GPDO).
An Article 4 Direction does not prevent the development to which it applies, but instead requires that planning permission is first obtained from the local planning authority for that development.
Conservation area designation on its own does not provide planning control over the sort of changes which can cumulatively have such an adverse effect on conservation areas, such as the loss of original roof materials or chimneys, changes to front windows and doors, the addition of porches.
For owner/occupiers of properties affected by either direction, a planning application will be required for works where permitted development rights have been withdrawn.
