Transfer a licence to another vehicle

If you want to change your vehicle part way through the licence period, you can transfer the unexpired portion of the existing licence from one vehicle to another.

The new vehicle must continue to be tested in accordance with the Taxi and Private Hire Licensing Policy. Once all the correct documentation has been received, the application will be processed.

Step 1 - Making the application

You need to complete an application form (below) and send it to the Council, accompanied by the following documentation:

  • insurance certificate, including the name of the driver(s) and the appropriate usage cover for the new vehicle (minimum of 1 full month cover required).
  • application fee – if there is more than 1 month remaining on the current licence please email the office for the fee that will be required, this payment can then be made via our online payment system
  • the new vehicle's V5 (logbook) stating your name and address (or the company's name and address if operating as part of a business)
  • the new vehicle's current MOT – should not be older than two (2) months from when the new licence plate would be issued

Step 2 - Compliance test

Compliance tests will be undertaken by Licensing Officers.

Payment must be made prior to allocation of an appointment (appointments are made back to back). If you are unable to attend the appointment please notify us as soon as possible by emailing Licensing@north-herts.gov.uk

The compliance test fee is non-refundable. Failure to attend an appointment without notification will result in having to rebook and pay a non-attendance fee.

Once you have paid you will receive confirmation of the time and date of your appointment. If you do not receive your booking confirmation within 2 working days of making payment, please email licensing@north-herts.gov.uk with your payment reference and vehicle details.

Step 3 - Issuing the Licence

Once all the relevant paperwork has been received and the vehicle meets the Council’s requirements, a Plate and Paper licence will be issued for the new vehicle. 

The issued vehicle licence plate must be displayed on the back of the vehicle, in accordance with Taxi and Private Hire Licensing policy, at all times. You will be contacted by email or phone to inform you the Licence is ready for collection.

Please do not call the council to chase up your plate - these calls will not be returned.

Change vehicle registration to cherished (personalised) registration

Step 1 - Application to change registration number

You need to complete an application form (below) and email it to the Council, accompanied by the following documentation:

  • insurance certificate, showing the new registration, including the name of the driver(s) and the appropriate usage cover for the new vehicle (minimum of 1 full month cover required).
  • application fee - this payment can then be made via our online payment system
  • DVLA Change of registration document

Step 2 – Determination of Application

Once all the relevant paperwork has been received and the vehicle meets the Council’s requirements, a Plate and Paper licence will be issued for the new vehicle. 

The issued vehicle licence plate must be displayed on the rear of the vehicle, in accordance with Taxi and Private Hire Licensing Policy, at all times. You will be contacted by email or phone to inform you the Licence is ready for collection.

Please do not call the council to chase up your Plate - these calls will not be returned.
