Once a Notice to Owner (NtO) has been issued, the registered keeper can choose to make a formal representation about the Penalty Charge Notice (PCN). A Notice of Rejection is issued when a formal representation has been rejected by the Council.
It explains why the representation has been rejected and will address any points the registered keeper has made in their representation.
What happens next
If you receive a Notice of Rejection you have 28 days from the service of the notice in which to either:
- pay the penalty charge - which will normally be at the full amount or
- make an appeal to the independent adjudicator
If no payment is received in response to the Notice of Rejection and no appeal has been lodged, a Charge Certificate may be sent to the registered keeper. This will increase the amount of the penalty charge by a further 50%.
