Filming enquiries

North Herts is a great location for filming, and we’re very open to working with film and television production companies.

We have signed up to the exciting Herts, Camera, Action! project and campaign to promote Hertfordshire as a film friendly destination to production companies and location managers, and to showcase Hertfordshire as a fantastic film location. We are also working with FAME Pro – a Film Permit Service for councils with the aim of creating a film-friendly environment across Hertfordshire, while bringing economic benefits and visitors to area.

How to get permission to film

To film in North Herts, please contact FAME Pro in the first instance. They are working in partnership with the council and can assist you to when it comes to managing the entire production process - from permits to locations, cast, crew and beyond.

Requirements for filming

If you intend to film on council-owned land (e.g., parks or car parks) or council-owned property we will need a copy of your public liability insurance and risk assessments.

We will then inform the appropriate colleagues, and partners, to ensure the filming runs as smoothly as possible, and provide support where possible.

We can also assist, and provide advice, on parking requirements if necessary.

If you are filming in villages in the district, we would ask, out of courtesy, that you contact the relevant parish council to make them aware.

Permission for filming

Before you can begin filming you will need to seek permission from the landowner. You may need to seek permission if you are:

  • using a drone - the Civil Aviation Authority website gives advice and guidance
  • filming on the highway - you will need to contact Hertfordshire Highways for permission (see below).

For any filming on a highway, you also need to complete the Hertfordshire Highways application form - Filming on highways.

You will need to provide:  

  • public liability insurance to the value of £10m
  • risk assessments that are location specific and include measures on how the public will be protected
  • residents/businesses letter, where applicable
  • traffic management plan, where applicable. 

Code of Practice

North Herts Council’s Code of Practice is a voluntary agreement designed to work alongside its Filming Guidelines and applies to all forms of production. Its purpose is to ensure that standards and consideration by all parties to all affected is a priority.
