Consultation on the submission Neighbourhood Plan - Regulation 16

We are consulting on the Baldock, Bygrave and Clothall Neighbourhood Plan.

Bygrave Parish Council, as the qualifying body for the Baldock, Bygrave and Clothall neighbourhood planning area, has prepared a neighbourhood development plan (the Baldock, Bygrave and Clothall Neighbourhood Plan) for the designated neighbourhood planning area.

The plan sets out a vision for the future of the neighbourhood planning area and planning policies which will be used to determine planning applications locally.

The consultation for the Baldock, Bygrave and Clothall neighbourhood plan will be open for six weeks from Wednesday 12 February to Wednesday 25 March 2020. Comments received after this time will not be considered.

When making your representation to the Neighbourhood Plan, you should consider whether the plan meets the basic conditions, set out below. The basic conditions statement prepared by Bygrave Parish Council may help you understand what these are and whether Bygrave Parish Council considers that they have met these requirements.

The basic conditions for Neighbourhood Plans are:

  • Having regard to national policies and advice contained in guidance issued by the Secretary of State, this includes the National Planning Policy Framework and Planning Practice Guidance;
  • How the plan contributes to the achievement of sustainable development;
  • The general conformity of the plan with the strategic policies of the development plan for North Hertfordshire District Council; and
  • The compatibility of the plan with EU obligations.

When making your representation, please give as many details as possible about the Policy or Section you are commenting. Please be aware that all comments and representations will be made publicly available, including on our website, but personal details will be redacted. For further information, please see our Privacy Statement. Anonymous responses will not be accepted.

Once the consultation period has ended, all the comments will be collated and forwarded to an independent examiner. The Examiner will be testing whether the plan meets the basic conditions and other legal requirements. The neighbourhood plan examination is different to a local plan examination in that the examiner is not testing the “soundness” of the plan or looking at other material considerations. It is anticipated that the examination will be held without a public hearing but by the way of written representations. However, an examiner may choose to hold a public hearing if they consider that is necessary.


Any representation may include a request to be notified regarding North Hertfordshire District Council’s decision under Regulation 19 (making a plan) to make the submitted neighbourhood development plan for Baldock, Bygrave and Clothall.

Neighbourhood Plan Area Designation

The Baldock, Bygrave and Clothall Neighbourhood Planning Area was designated by Cabinet on 25 July 2017. Bygrave Parish Council was the relevant body that applied for designation. A map of the neighbourhood planning area can be found below.
